Moved css to separate file + Wrote minimal issue tracker for ncdc
...
I designed the issue tracker to be a separate module for use in TUWF
websites, and perhaps even as standalone. But for now it's just a small
file in this repository.

ncdc: added screenshots, updated FAQ, ncdu: updated package list
...
ncdc's FAQ is now in a pod file, which is somewhat easier to maintain.
Also added the signature files for the last ncdc and ncdu releases,
which I forgot to commit previously.

While I generally hate begging for money, I am kind of interested
whether there exist people who actually feel like donating.
It's a mistery to me how I managed to get the button nicely positioned
like that, but it seems to work in FF, Opera and Midori, so I guess it's
not a problem...

updating. So hopefully the notice isn't necessary anymore.
